Resumen de Dos proyectos para una nueva Ley del deporte (y la actividad física) de Cataluña

  El presente artículo tiene por objeto el análisis comparativo del la Iniciativa Legislativa Popular, liderada por la Unión de Federaciones Deportivas de Catalunya, y la propuesta de la Secretaría General de Deporte de Catalunya, ambas, para de una nueva Ley del Deporte de Catalunya. Mediante el análisis de contenido, se realiza un doble análisis: (i) concreto de la estructura y contenido; y (ii) general del sistema que configura. Tras el estudio de ambas normas se observa muchas y evidentes diferencias, en lo concreto, pero también en el sistema que configuran. Se concluye que ambas propuestas son totalmente antagónicas configurando sistemas, uno simple con un claro interés por dejar el deporte en el ámbito privado y focalizado en el deporte de rendimiento; y el otro complejo con una clara tendencia a la intervención pública y focalizado en el deporte y la actividad física, bajo la premisa de seguridad, salud y formación.

  The purpose of this article is to compare of the Popular Legislative Initiative, led by the Union of Sports Federations of Catalonia, and the proposal of the General Secretariat of Sports of Catalonia, both, for a new Sports Law of Catalonia. Through content analysis, a double analysis is carried out: (i) the structure and content; and (ii) the sport system configuration. After the study, of both proposals, there are many obvious differences, in the content, but also in the system that they configure. It is concluded that both proposals are totally antagonistic, configuring two different system. One is simple with a clear interest in leaving the sport in the private sphere and focused on the sport of performance; and the other, complex with a clear tendency to public intervention and focused on sport and physical activity, under the premise of safety, health and training.
