Resumen de Modelo de explotación pesquera sostenible como apuesta productiva: caso Moñitos-Córdoba-Colombia.

  El propósito de este artículo es diseñar un modelo conceptual de explotación pesquera para el municipio de Moñitos Córdoba, que permita mejorar las condiciones socioeconómicas de la población. Este trabajo, es producto de un estudio descriptivo, trasversal y mixto. Para caracterizar la población se aplicó una encuesta, a una muestra no probabilística por conveniencia de 40 pescadores. El diseño del modelo incluyo la identificación de los actores claves, la definición de las relaciones entre los actores, la representación formal del modelo conceptual, y la descripción del comportamiento esperado por el mismo. En el modelo propuesto se aplica la teoría de la triple hélice Universidad-Empresa-Estado, donde la Gobernación de Córdoba, y la Alcaldía Municipal, gestionan, coordinan, y ejecutan políticas, y recursos, por medio de sus planes de desarrollo, programas, y proyectos; las Instituciones Educativas de básica, junto con el Sena, y la Universidad de Córdoba (Ceres), brindan capacitación al recurso humano e investigación para tener un producto final con valor agregado; los proveedores ofrecen los insumos para el desarrollo de la actividad pesquera; los pescadores como actores protagónicos encargados de la captura, extracción, y el cultivo de peces; la procesadora, y la comercializadora, producen y venden respectivamente los productos finales. Por último, y para garantizar la supervivencia del modelo en el mediano y largo plazo, se han planteado una serie de opciones que permitan la sostenibilidad institucional, técnica, operativa, ambiental, y financiera del mismo.

  This paper is aimed at designing a conceptual model of fishing exploitation for the town of Moñitos in Córdoba state to improve the socioeconomic conditions of the population. The paper is the product of a descriptive, cross-sectional and mixed study. To characterize the population to a non-probabilistic sample a survey was applied for the convenience of 40 fishermen. The design of the model included the identification of the key actors, the definition of the relationships between the actors, the formal representation of the conceptual model, and the description of the behavior expected by it. In the proposed model the theory of the triple helix University-Company-State is applied, where the Government of Córdoba, and the Municipal Government, manage, coordinate, and execute policies, and resources, through their development plans, programs, and projects; the Basic Educational Institutions, together with the Seine, and the University of Córdoba (Ceres), provide training to human resources and research to have a final product with added value; the suppliers offer the inputs for the development of the fishing activity; the fishermen as leading actors in charge of the capture, extraction and cultivation of fish; the processor, and the marketer, produce and sell the final products respectively. Lastly, and in order to guarantee the survival of the model in the medium and long term, a series of options have been proposed that allow for institutional, technical, operational, environmental, and financial sustainability.
