El poder de los gobernadores en la política nacional: evidencias del control sobre los diputados nacionales

    En Argentina, se viene estudiando de manera creciente el tema del poder de los gobernadores en la política nacional. Varios autores explican este fenómeno a partir del supuesto control que los mismos ejercen sobre el voto de los legisladores nacionales. Estos obedecerían las instrucciones del gobernador debido a su notable incidencia sobre las candidaturas al Congreso Nacional. A pesar de que no carece de lógica, dicha asunción no posee un sustento empírico sólido. Es por ello que en este trabajo se explora esta idea con mayor detalle, presentando evidencias que permitan estimar cuántos de los diputados nacionales, pertenecientes al partido o alianza oficial de su provincia, responden efectivamente al gobernador. Este estudio, realizado para el período 2003-2013, se basa en consultas a expertos, de todo el país, que conocen las realidades políticas locales. De acuerdo a la evidencia obtenida, existe una diversidad de situaciones en cuanto a la relación entre los gobernadores y los diputados nacionales, muchas de las cuáles no se condicen con lo afirmado en la literatura actual sobre el tema. De esta forma, se obtuvo una aproximación al grado de control efectivo de los gobernadores argentinos hacia “sus” diputados nacionales, con conclusiones estimativas acerca del peso real que tiene este recurso político en el proceso de policymaking.

    In Argentina, the influence of the governors in national politics has become an increasing matter of interest for investigation. Several authors explain this event based on the premise of the influence that they have over national’s legislator´s vote. They will obey governor’s instructions because of the strong incidence that they have over the candidacies in the national congress. In spite of the logic, this assumption does not have a solid empiric sustent. This is the main reason for this investigation to explore it in detail, presenting evidences that allow calculating an estimate of how many national deputies, involved to the official alliance of their provinces, actually respond to their governor. The investigation, developed for the period from 2003-2013, is based on interviews to experts from all around the country whit knowledge of the realities of the local policies. According to the evidence obtained, there is a diversity of situations in which the relation between the governor and national deputies, many of wich are not in concordance with the actual literature of the topic. Whit this assumption we could approximate to the effective grade of control of the governors over their national deputies, jumping into estimative conclusions about the real incidence that this resource has in the process of policymaking.
