  El texto analiza la estructura y funcionamiento del Departamento de Internacional de la Presidencia del Gobierno de España, desde el inicio del proceso democrático hasta la llegada al poder del Partido Popular. En la etapa estudiada (1976-1996) el departamento proponía al presidente del Gobierno iniciativas en materia de política exterior y planificaba su agenda internacional, lo que restaba protagonismo al Ministerio de Asuntos Exteriores. Como en otros países, este proceso de presidencialización de la política exterior española se fue incrementando a lo largo de los años, con independencia del color político de los sucesivos Gobiernos.

  This text analyzes the structure and function of the Presidency’s International department, from the beginning of the democratic process in Spain up to the Popular Party came to power (1976-1996). This department suggests initiatives on foreign policy to the President of the Government and prepares his international agenda, something that has reduced some Foreign Affair Ministry’s limelight. This process of presidentialitation of the Spanish foreign policy has been gradually increased in these period, regardless the color of the different political parties, as in other countries.
