    El estudio analiza la respuesta legal que dieron algunos de los Estados que sufrieron el terrorismo antes de los ataques del 11 de septiembre, en donde se comprueba que muchas de las medidas, que hoy se tratan de justificar como excepcionales contra una forma de terrorismo excepcional, ya fueron utilizadas en el pasado.

    The study analyses the legal response given by some of the states that suffered terrorism before the attacks of September 11, where we can see that many of the measures, which today are justified as exceptional against an exceptional form of terrorism, have already been used in the past.
