El cambio climático como fenómeno natural, se ha manifestado de manera global —actualmente, padecemos climas cada vez más extremos sequía o exceso de lluvia, las tormentas tropicales y los huracanes son cada vez más intensos y agresivos. Sus consecuencias constituyen problemas sociales urgentes que el Estado debe dar puntual respuesta. El instrumento idóneo para esta tarea lo constituyen indudablemente las políticas públicas, Éste mecanismo, incorporado a los proyectos de gobierno en materia de agua, permitirá tomar medidas preventivas y mejor aprovechamiento del recurso hídrico

Climate change and natural phenomenon product of constant and complex interaction between the atmosphere and other elements, is has been manifesting globally - now, in many places suffer climate increasingly more extremes - the same drought that excess rain, tropical storms and hurricanes are more intense and aggressive. These consequences, lack of water and excess, constitute urgent social problems which the State must give timely response. The instrument suitable for this task are undoubtedly public policies, understood as the decisions of Government, composed of legal norms, objectives, goals, financial resources and their controls and involving also the citizen views. This mechanism, joined the Government in the field of water projects, will make it possible to take preventive measures and better use of water resources
