El Ministerio encargado del presupuesto ha sido considerado durante mucho tiempo como un poder ministerial opuesto a los ministerios que gastan, cuyos intereses divergen de hecho. Detrás de estos antagonismos está la historia de un Ministerio que se vio obligado a ocuparse de lo político, lo económico y lo jurídico. De esta historia han surgido nuevos equilibrios (¿de poder?) que han llevado a redefinir el papel de este Ministerio en relación con la administración, la política e, in fine, con la sociedad.

The minister in charge of the budget has often been considered as a ministerial power opposed to the spending ministries, as their interests diverged de facto. Such antagonisms are explained by the history of a ministry obliged to deal with political, economic and legal issues. This history has produced new (power?) relations which have led to the redefinition of the role of this ministry vis-à-vis the civil service, the political sphere and, in fine, society.

Le ministère chargé du budget a longtemps été considéré comme une puissance ministérielle opposée aux ministères dépensiers, leurs intérêts divergeant de fait. Derrière ces antagonismes, on retrouve l’histoire d’un ministère qui s’est trouvé obligé de composer avec le politique, l’économique et le juridique. De cette histoire ont résulté de nouveaux rapports (de force ?) qui ont conduit à redéfinir le rôle de ce ministère par rapport à l’administration, au politique et, in fine, à la société.
