  • The Committee of DonorAgencies for Small Enterprise Development has been debating whether to keep its focus on small enterprise development or to move to a broader focus on private sector development. In order to examine this issue further, and to find out how best it can meet the needs of member agency field staff, it carried out a survey of field practitioners, headquarter agency staff and country-level working groups. The survey revealed that respondents wanted more information on standards and on tools relating to their subject areas, and on successful programmes in other countries; it also showed that one of the areas respondents most wanted the Donor Committee to focus on was policy and regulatory reform. Almost equal numbers wanted the Donor Committee to keep its focus on small enterprise but with additional areas such as value-chain development, as wanted to broaden its focus to include private sector development.
