La Policía de la Ciudad de Buenos Aires: discurso oficial, tensiones y disconformidades en torno a la configuración de una nueva fuerza policial

    Em 1º de janeiro de 2017, o acordo entre o Estado Nacional e a Cidade Autônoma de Buenos Aires se materializa, cujo objetivo é a transferência progressiva de pessoal, competências, serviços e bens tangíveis e intangíveis da Polícia Federal da Argentina relacionados a assuntos não federal, para a área da cidade. Assim, nasceu a Polícia da Cidade de Buenos Aires. Mais de um ano após a sua formação, neste trabalho, propomos analisar a configuração da nova força policial de dois aspectos. De uma abordagem qualitativa, baseada em entrevistas em profundidade, observação participante em atos institucionais e análise normativa, focalizamos, por um lado, o modo como essa força é apresentada e definida a partir do discurso oficial, isto é, da normativa, os atos institucionais e as contas dos funcionários do poder executivo da cidade. Por outro lado, analisamos a forma como esta conjunção de duas instituições diferentes é vivida burocrática e afetivamente, da perspectiva do pessoal policial transferido e daqueles que permaneceram na esfera federal.

    On January 1, 2017, the agreement between the National State and the City of Buenos Aires materializes. This agreement purposes a gradual and progressive transfer of personnel, competencies, services and tangible and intangible resources of the Argentine Federal Police related to not federal matters, to the area of the city. Therefore, the Police of the City of Buenos Aires is born. More than a year after its creation, in this work we propose to analyze the configuration of the new police force from two aspects. From a qualitative approach, based on in-depth interviews, participant observation in institutional acts and normative analysis, we focus, on the one hand, on the way in which this force is presented and defined from the official discourse, that is, from the normative, the institutional acts and the interpretations of officials of the executive power of the City. On the other hand, we analyze the way in which this conjunction of two different institutions is lived bureaucratic and affective, from the perspective of the transferred police personnel and those who remained in the federal sphere.
