El poder político, durante la Restauración es pluriforme, construyéndose a partir de interrrrelaciones con el entorno y la sociedad. El poder es una relación de equilibrio entre el Estado y los ciudadanos, en el que caciques y Ayuntamientos actúan de intermediarios. La ciudad de Palencia ejemplifica bien ese carácter de mediación del Ayuntamiento y del cacique, permitiendo mostrar las direrencias que suponen el protagonismo de uno u otro.
