    Is it possible to refer to a 'Second Republic' given that the constitutional reform of 1997 were a failure and the changes that have occurred in the last decade mainly regard the political sphere (new parties, new system of alliances, new political style) and its regulation (electoral law)? The only genuine institutional change concerns the territorial organization of the state (which is moving towards a federal model). As for the future of the institutions, it depends on the consolidation of the political changes (whose fragility was highlighted by the two previous legislatures) and on their translation into political agreements.

    Peut-on parler de « Seconde République » alors que la révision constitutionnelle de 1997 a échoué et que les changements qui se sont produits ces dix dernières années sont des changements qui concernent la sphère politique (nouveaux partis, nouveau système d’alliance, nouveau style politique) et sa régulation (loi électorale) ? Le seul véritable changement institutionnel concerne l’organisation territoriale de l’État (qui évolue vers un modèle fédéral). Quant à l’avenir des institutions, il reste tributaire de la consolidation des changements politiques (dont les deux précédentes législatures ont montré la précarité) et de leur traduction en conventions politiques.
