Implicaciones de la relación entre China y América Latina. Una mirada al caso ecuatoriano

    La autora argumenta que el volumen y la orientación del financiamiento chino ahonda los retos para conservar los ecosistemas y proteger las comunidades locales en América Latina, y advierte que los retos se intensificarán en el futuro, dado que se han creado los mecanismos financieros y políticos para incrementar el financiamiento chino, particularmente en sectores ambiental y socialmente sensibles. Profundiza en el caso ecuatoriano, y señala que la megarrepresa Coca Codo Sinclair (financiada y construida por entidades chinas) es un proyecto emblemático no por permitir a Ecuador transitar hacia una matriz energética limpia, sino por hacer aún más difícil esa transición. Por último, la autora afirma que una verdadera cooperación “Sur-Sur” debe tener como prioridad el servicio a las comunidades locales y la protección de la naturaleza, y que para lograrlo se deben crear mecanismos de participación y rendición de cuentas.

    The article argues that the volume and orientation of Chinese financing deepens the challenges for the conservation of ecosystems and the protection of local communities in Latin America, and warns that the challenges will be intensified in the future given that funding and political mechanisms have been created in order to increase Chinese financing particularly in environmentally and socially sensitive sectors. The author delves into the Ecuadorian case, and points out that the mega-dam Coca Codo Sinclair (financed and built by Chinese entities) is an emblematic project, not because it allows Ecuador to move towards a clean energy matrix but rather to make this transition even more difficult. The author ends by proposing that a true “South-South” cooperation should serve local communities and the protection of environment, and to achieve this, participation and accountability mechanisms must be created.
