    El estudio analiza el derecho de petición como institución jurídica y detalla sus elementos y alcances. Posteriormente, con el análisis de un caso práctico de litigio estratégico sobre el derecho de petición que produjo una sentencia que ordenó construir obras e incrementar el presupuesto de un ayuntamiento municipal, este trabajo argumenta que la estrategia empleada y los resultados obtenidos pueden replicarse en todo el país, como una herramienta eficaz de participación ciudadana tanto individual como colectiva, así como una vía para fortalecer el Estado de derecho por conducto de los ciudadanos. En suma, esta disertación busca demostrar que sí es posible que la sociedad logre que el gobierno preste más y mejores servicios y materialice derechos humanos, a través de solicitudes que se realizan exclusivamente por medios institucionales, como el derecho de petición

    This work analyzes the right to petition as a legal institution and details its elements and scope. Subsequently, with the analysis of a practical case of strategic litigation on the right to petition that produced a ruling that ordered construction and increase the budget of a municipal council; this paper argues that the strategy used and the results obtained can be replicated throughout the country, as an effective tool to foster citizen participation both individually and collectively, as well as a way to strengthen the rule of law through citizens. To sum up, this dissertation seeks to demonstrate that it is possible for society to achieve that the government provides more and better services and materializes human rights, through requests that are made exclusively by institutional and legal means, such as the right to petition
