    The importance of reflecting over the double anniversary of the Brazilian Constitution and the Universal Declaration of Human Rights – the former, on the verge of completing its first three decades of existence; the latter, nearing the closure of its seventh – is due to its multiple layers of meaning, transcending the merely celebratory (and almost automatic) intent. In the article that follows, the focus of analysis is particularly in the context of Human Rights, in vogue in a scenario where issues pertaining to public security and a possible relativization of the constitutional principle of the dignity of the human person gain space and power in the decision-making process regarding the elections. Three decades on, and in light of the efforts throughout the constituent works regarding the appreciation of such rights, it is now imperative to assess the proportions they have taken.

    A importância de se pensar os 30 anos da Constituição da República Federativa do Brasil em cotejo com os 70 anos da Declaração Universal dos Direitos Humanos se reveste de camadas que transcendem a mera data redonda, de um teor quase que automaticamente comemorativo. No artigo que segue, situa-se o foco de análise particularmente no contexto dos Direitos Humanos, tão em voga em um cenário onde questões atinentes à segurança pública e uma possível relativização do preceito constitucional da dignidade da pessoa humana ganham espaço e poder no processo decisório político-eleitoral. À luz do esforço de valorização e compreensão desses direitos ao longo dos trabalhos constituintes, objetiva-se investigar quais as dimensões por eles assumidas três décadas mais tarde.
