En búsqueda de la reforma inconclusa

    La Reforma Universitaria de 1918 trascendió las fronteras de Córdoba y la Argentina, por eso sigue siendo una referencia, mundial y latinoamericana. Pero ¿cómo pensar esa reforma al margen de los movimientos sociales y políticos actuales, en esta segunda década del siglo XXI? ¿Cómo reflexionar sobre ella, dislocada de los procesos de restauración conservadora que se han impuesto en muchos países América Latina? Y al mismo tiempo y en un único movimiento, intentar interpelar/nos en relación con la institución universitaria y su desarrollo.

    En virtud de todo esto, elegí un eje que pretendo articulador, entre las demandas sociales y el quehacer universitario: el problema de la inclusión. Esto es, pensar la universidad en clave de derechos.

    Luego del análisis de algunos mitos atribuidos a la reforma y las contribuciones de dicho movimiento al momento fundacional de la universidad argentina, me adentro en el análisis de tres nudos a desatar, de cara a proponer políticas y prácticas tendientes a superar los obstáculos que generan y consolidan una reforma inconclusa. Para ello elegí abordar tres: el nudo del ingreso irrestricto y su relación con la permanencia y el egreso; el nudo de los vínculos docenteestudiante; y, la construcción de “ciudadanía universitaria” como sustento de una universidad democrática, plural y participativa.

    The university reform of 1918 trascended the frontiers of Córdoba and even Argentina, since It is a Latinamerican and worldwide referent. But, can we consider that reform apart from the latest social and political movements? Is it possible to reflect upon it separatedly from the conservative restoration proccesses that have been imposed on many Latinamerican countries? Can we try to question ourselves about our own relationship with the university institution and its development? Consequently, in this article, I intend to articulate the social demands and the university work, highlighting the issue of inclusion. In other words, thinking the university as a human right.

    After analizing some of the myths related to the reform and its contributions to the foundation of the Argentinian university, I focus on the analysis of three knots to untie. I intend to propose useful policies and practices for overcoming the obstacles they generate consolidating an unfinished reform. These three knots are the following: the knot of unrestricted admission and its relation to continuity and graduation, the knot of teacher-student bonds, and the construction of and “university citizenship”, supporting a democratic, plural and participative university
