    • This Statement was produced for the Commission for Racial Equality in July 1982 as a coherent call for action. Its purpose is to facilitate discussion, consultation and negotiation directed at the establishment of a comprehensive programme to cater for the linguistic and educational needs of modern Britain. The target audience includes central and local government, mainstream teachers, voluntary mother‐tongue classes, parents, community education and teacher training institutions.

      The document comprises the following: the linguistic reality of modern British society; the bilingual issues posed by voluntary self‐help education in mother‐tongue teaching; the main conclusions of research evidence on bilingual learning; specific considerations for a strategy for change and finally an overview of official governmental response to the multilingual reality.

      The Statement is being widely distributed to all sectors of the educational system and promoted through a series of regional and local consultations and follow‐up work with local education authorities.
