    Migrations involve the movement of people who have different causes. The purpose of this study is to understand how the protection of human rights is a fundamental factor in proposing political action within the Mercosur. Methods consisted of reviewing the literature and undertaking documentary analysis of the block agreements which permit understanding the relationship between migration and rights assurance. All parties involved agree on expanding the economic borders of the block but not so with regard to guarantees of fundamental rights via nation-states. We conclude that relating migration and basic human rights is essential for proposing policies that resolve conflict of interests and guarantee rights.

    As migrações são movimentos de pessoas que possuem diversas causas. Busca-se, nesse entendimento, determinar a proteção dos direitos humanos como fator fundamental na proposição de ações dentro do Mercosul. A revisão da literatura combinada com a análise documental dos acordos do bloco servirá como método para entender essas relações entre migrações e garantia de direitos. Entende-se como clara a vontade de ampliar fronteiras econômicas no bloco, mas não tão expressivas as garantias dos direitos fundamentais via Estados-Nação. Desta forma, acredita-se essencial a preocupação com o tema para maior proposição de políticas que resolvam conflitos de interesses e que garantam direitos.
