    El logro de la efectividad en las actuaciones de un organismo regulador con competencia en seguridad nuclear ha sido un reto constante en la historia reciente de la regulación nuclear. En la era post-Fukushima, este reto adquiere una importancia aún mayor. El artículo incide en el tema desde dos perspectivas complementarias: las características y atributos de un organismo regulador efectivo y las aproximaciones reguladoras.

    El trabajo está basado en los estudios más recientes realizados y en curso en el marco del Comité de Actividades Reguladoras Nucleares, CNRA (OCDE/AEN), así como en la propia experiencia del CSN. Rafael Cid es el representante del CSN en los proyectos que se citan; Diego Encinas ha participado en el estudio de aproximaciones reguladoras.

    The achievement of the effectiveness in the performance of a nuclear regulatory body has been a permanent challenge in the recent history of nuclear regulation. In the post-Fukushima era this challenge is even more important. This article addresses the subject from two complementary points of view: the characteristics of an effective regulatory body and the regulatory approaches.

    This work is based on the most recent studies carried out by the Committee on Nuclear Regulatory Activities, CNRA (OECD/NEA), as well as on the experience of the Consejo de Seguridad Nuclear, CSN, the Spanish regulatory body.

    Rafael Cid is the representative of CSN in these projects; Diego Encinas has participated in the study on regulatory approaches.
