    El artículo tiene como objetivo mostrar que los grupos parlamentarios constituyen instituciones fundamentales en los sistemas democráticos, en la medida que son el reflejo, en el Congreso, de los partidos políticos que compitieron en elecciones. El voto preferencial en el Perú permite personalizar el voto, pero el impacto del partido político es de tal magnitud que el candidato más votado quedaría sin escaño si el partido político no logra suficientes votos. La importancia de los partidos políticos es fundamental en la conformación como en el funcionamiento del Congreso. El artículo analiza las sucesivas reformas al Reglamento del Congreso en la regulación de los grupos parlamentarios y su relación con los partidos políticos.

    The article aims to show that parliamentary groups are fundamental institutions in democratic systems, they are the reflection, in Congress, of the political parties that run for elections.

    The preferential voting system in Peru allows the vote to be personalized, but the impact of the political party is of such magnitude that the most voted candidate will not ge tinto office if the political party did not obtain enough votes. The importance of the political parties is fundamental both in the conformation and in the development of legislature. The article analyzes the successive reforms to the Rules of Congress in the regulation of parliamentary groups and their relationship with political parties.
