  • The author suggests that health care reform address not only the financing and delivery of health care, but also programs designed to prevent disease and disability. The author mentions public health interventions for high-need neighborhoods. He discusses improvements in food environments and other areas of public health achieved by three District Public Health Offices in New York City.
