Resumen de Los alcances de la participación ciudadana en la democracia local: Popayán, Colombia 2016

  El presente artículo aborda los alcances de la participación ciudadana en Popayán, a partir de la eficacia de la regulación dispuesta para garantizar su ejercicio y la relevancia de estos procesos en la implementación de los acuerdos de paz con las farc-ep y el fortalecimiento de las democracias locales. En ese sentido, el objetivo general es analizar la percepción que tuvieron los habitantes de Popayán sobre la efectividad de los mecanismos y los espacios de participación ciudadana dispuestos en la Constitución y las leyes durante el 2016. La investigación se desarrolló a partir de dos métodos: el estadístico, mediante la técnica de estudios de sondeo, con el que se midió la percepción ciudadana; y el historiográfico, con aplicación de análisis documental, en el cual se utlizaron artículos de prensa para fortalecer la interpretación de la información cuantitativa. El argumento central es que si bien el sistema jurídico colombiano ha dispuesto un conjunto de normas que regulan la participación ciudadana, su garantía no depende exclusivamente de su objeto; por el contrario, requiere de un entorno favorable que promocione y facilite el vínculo y la pertenencia de los ciudadanos a los mecanismos y espacios dispuestos. Factores como la limitada capacidad institucional para tramitar demandas sociales, la corrupción y la burocratización de la gestión pública impactan de manera negativa en la confianza institucional y representan los principales obstáculos de la participación ciudadana.

  This article addresses the scope of citizen participation at Popayán, from the effectiveness of the regulation established to guarantee it exercise and the relevance of the processes of the peace agreements between the Government and farc-ep and the strengthening of local democracy. In this way the general objective to analyze the perception that had the citizens of Popayán about the effectiveness of the mechanisms and spaces of citizen perception arranged in the constitution and laws during 2016. The investigation has been developed with two methods: the statistic with survey techniques which measured the citizen perception, and the use of historiography method with documental analysis where it was review some press information to strengthen the quantitive information interpretation.The central argument of the article is that even though the Colombian legal system has provided a set of rules about governing citizen participation, its guarantee does not depend exclusively on its object; on the contrary it requires a favorable environment that promotes and facilitates the connecting link and the belonging to the mechanisms and the provided spaces. Factors such as limited institutional capacity to deal with social demands, corruption and bureaucratization of public administration have a negatively impact on the institutional trust and represent the main obstacles to citizen participation.
