In 2013 the Court recommended, "starting the work to build a single financial account... ". This recommendation has begun to be implemented following a request from the finance minister which resulted in the Finance Inspectorate General (IGF) and the Administration Inspectorate General (IGA) issuing a report in August 2017 on the "implementation of a single financial account in the budget and accounting framework of local and regional authorities ". This report confirmed the interest and feasibility of the reform leading to the single financial account.

En 2013, la Cour recommandait « d'ouvrir le chantier de construction d'un compte financier unique (CFU)... ». Cette recommandation a connu un début de mise en oeuvre puisqu'à la suite d'une demande du ministre chargé des finances, l'inspection générale des finances (IGF) et l'inspection générale de l'administration (IGA) ont remis en août 2017 un rapport portant sur « la mise en place d'un CFU dans le cadre budgétaire et comptable des collectivités territoriales ». Ce rapport confirme l'intérêt et la faisabilité de la réforme menant au compte financier unique.
