This article reports on the dilemmas faced by the British Special Educational Needs in implementing the Statement prescriptions for children and young people in their mainstream schools. These dilemmas focused on meeting the equity and entitlement requirements which Statements conferred on the children. The Special Educational Needs Code of Practice states that the Statement procedure should be initiated when provision necessary to meet the child's needs cannot be reasonably be made within the resources normally available in mainstream schools.
