The 20th century in the West was marked by a major economic recession and crisis, and by a significant change in the ideological climate too. In this ideological shift, political parties pay a good deal of attention to the destination of public spending, which is reduced and should therefore be carefully examined. Such a complex reality leads to a strategic revision of the welfare state, which had already been raised by the end of the twentieth century. The need for a general overhaul grows as the governments appear unable to meet the needs of the citizens. Focusing in this universal need, especially in the West, and more specifically in Spain, in October 2015 the Third Sector of Social Action Law was adopted, which recognized for the first time the Third Sector of Social Action as a necessary agent to promote and maintain social rights acquired by citizens.
