En el marco de los ambiciosos ODS de Naciones Unidas, el ODS 16 presenta singular relevancia. En este trabajo estudiamos este objetivo 16, primero desde el punto descriptivo y después de manera más analítica, detectando realizaciones, concretando su sentido y señalando aspectos problemáticos en su configuración y posibilidades. El ODS 16 se revela como un presupuesto que combina elementos de seguridad y paz, con exigencias jurídicas del Estado de derecho y elementos politológicos de la eficacia del desempeño institucional.

Within the framework of the ambitious SDG of United Nations, SDG 16 is of particular relevance. In this work we study the objective 16, first from the descriptive perspective and then in a more analytical way, detecting realizations, specifying their meaning and pointing out problematic aspects in their configuration and possibilities. The SDG 16 reveals itself as a presupposition that combines elements of security and peace, with legal requirements of the rule of law and political elements of the effectiveness of institutional performance.
