  Is the enlargement of the European Union equivalent to the unification of Europe? The decision to follow the classical model of enlargement to the East is a choice that has privileged the exportation of judicial and economic norms at the expense of the “democratic moment” of the immediate aftermath of 1989. The article analyzes the causes and consequences of such a choice around three themes: 1. It is the outcome of the post-communist transition that has determined the possibilities of integration into the EU and consequently redrawn the political map of Europe; 2. Through the enlargement procedure the EU has become, subsequently, both a model, a constraint and a source of legitimacy for the political elites participating in the process of change in Eastern Europe; 3. The enlarged EU can be seen as a “security community”, its periphery being stabilized by the very process of cooptation to the center.

  L’élargissement de l’UE est-il synonyme d’unification de l’Europe ? Le choix du modèle classique de l’élargissement à l’Est de l’UE signifiait privilégier l’exportation de normes juridiques et économiques aux dépens du « moment démocratique » de l’immédiat après-1989. L’article aborde les raisons et les conséquences de ce choix à travers trois thèmes : 1. C’est l’issue des transitions post-communistes qui détermine les possibilités d’intégration dans l’UE et redessine ainsi la carte politique de l’Europe. 2. L’UE, à travers l’élargissement, devint, dans un second temps, le modèle, la contrainte et la source de légitimation pour les élites politiques dans les processus de changements à l’Est. 3. L’UE élargie comme « communauté de sécurité » : stabilisant la périphérie en la cooptant au centre.
