    What negotiation mechanism would allow the incorporation of ten new states in the Union without endangering the 'acquis communautaire' or provoking membership shocks in these countries? This paper does not attempt to draw a balance-sheet of the negotiations but, instead, tries to show that never, in the history of the European construction, has an enlargement been so carefully prepared. This attention has been dictated by the historical nature of the current enlargement, which is not due so much to the relative weight of the ten new states of the Union than to the transition they have had to accomplish toward a liberal democracy and a market economy.

    Quelle mécanique de négociation permet de faire entrer dix nouveaux États dans l’Union sans défaire l’acquis communautaire ni provoquer de chocs d’adhésion dans ces pays ? Cet article ne vise pas à dresser le bilan des négociations mais à montrer que jamais, dans l’histoire de la construction européenne, un élargissement n’a été préparé avec autant d’attention. Cette exigence correspond à la nature historique de cet élargissement. Historique, non pas tant par le poids relatif des dix nouveaux États de l’Union que par la transition qu’ils ont dû accomplir vers la démocratie libérale et l’économie de marché. L’auteur s’exprime à titre personnel.
