  En el siglo XXI, y desde una perspectiva constitucional nacional, las Fuerzas Armadas debieran mantener el cometido de la defensa nacional y reem¬plazar el de seguridad nacional por el de seguridad humana, estimándose necesario mantener, además, una mención general a la carrera funcionaria y a la justicia militar, indicando los fines y principios que las rigen.
