    Si por legislación entendemos un conjunto de leyes y por éstas los preceptos dictados por la suprema autoridad en que se mandan o prohíben cosas en consonancia con la justicia y para el bien de los gobernados, tenemos supuestamente los objetivos generales que en materia educativa pretenden alcanzar los responsables de la educación y el Estado mismo.

    If by law we mean a set of laws and by them the precepts taught by the supreme authority in that command or forbid things in line with the law and for the good of the governed, we supposed that the general objectives in education are intended to achieve the responsible for education and the state itself, which will be discussed throughout the nineteenth century.
