    En Bangkok (Tailandia), en 2005, se celebró el 11 Congreso de las Naciones Unidas sobre Prevención del Delito y Justicia Penal, en que participaron muchos países de América Latina. Uno de los temas del congreso versó sobre la “Corrupción: amenazas y tendencias en el siglo XXI”. Como señala el penalista argentino Eugenio Raúl Zaffaroni la corrupción es esencialmente un problema político.

    In 2005, the 11th United Nations Congress on Crime Prevention and Criminal Justice, was held in Bangkok (Thailand), in which many Latin American countries took part. One of the congress’ themes was “Corruption: threats and tendencies in the XXIst century”. As the Argentinian criminalist Eugenio Raúl Zaffaroni points out, corruption is mainly a political problem.
