Resumen de Controle social, punição e racismo: os casos encaminhados ao centro de referência em direitos humanos da DPE/RS

  This paper aims to examine the way in which structural racism in Brazil was maintained and reproduced long after the end of slavery, through the adoption of new pratices and mechanisms that have an effect on the formation and the modus operandi of the police institutions. At first it was conducted a bibliographical review of the specialized literature on the topic of racialization in the police approach, to then present the empirical research data based on analysis of individual damages, investigating procedures that are established in the Human Rights Reference Center of the Public Defense of the State of Rio Grande do Sul. More than just report the existence of such violence and point out that police truculence is directed mainly to a parcel of the population, it is necessary to analyze the context in which they are practiced, in order to think investigation and visibility mechanisms of such violations, as well as their respective accountability.

  O presente trabalho tem como objetivo trazer ao debate o modo como o racismo estrutural no Brasil foi mantido e reproduzido após o fim da escravidão, através da adoção de novas formas, pensamentos e mecanismos, nem sempre sutis, influenciando, inclusive, a formação e o modus operandi das agências policiais do Estado. A partir da revisão bibliográfica da literatura sobre o tema da racialização na abordagem policial, realizamos análise documental dos procedimentos de apuração de danos individuais que são instaurados no Centro de Referência em Direitos Humanos da Defensoria Pública do Estado do Rio Grande do Sul. Mais do que denunciar a existência dessas violências ou apontar que a polícia é truculenta e dirige sua abordagem de forma seletiva, é preciso analisar o contexto em que elas ocorrem, para que seja possível pensar em mecanismos de visibilidade e apuração do cometimento dessas violações, bem como a respectiva responsabilização.
