The institution of amnesty is characterized by its ability to wipe out crimes. This ability is recognized as a legal doctrine in times of peace. However, particularly in Italy in the 19th and 20th centuries, the amnesty doctrine assumed the value of temporary sleepiness regarding state penal policies during times of emergency. Amnesty is an instrument of power. It also plays a part in the complex construction of national identity.
