Resumen de A negação dos papéis civilizatórios do Estado e da Seguridade Social: o caso brasileiro no contexto de reformas do Governo Temer

The present essay proposes to discuss the denial of the civilizational roles of the State and of Social Security, taking into account Brazilian experience in the recent conjuncture of reforms presented by the Temer Government and, consequently, the redefinition of the functions and place of the State and of social policy, which such reforms impose.
To this end, the following will be addressed: i) the role of the capitalist State and social protection, ii) the place and functions that have historically occupied and played in capitalism as opposed to the current process, and iii) the impacts generated by reforms in the Brazilian Social Security. These, in the final analysis, deny the civilizing roles that the State and Social Protection historically have exercised in capitalism.

O presente ensaio propõe discutir, tomando a experiência brasileira ante a conjuntura recente de reformas apresentadas pelo Governo Temer, a negação dos papéis civilizatórios do Estado e da Seguridade Social e, em consequência, a redefinição das funções e do lugar do Estado e da política social, que tais reformas impõem. Para isso, serão abordados: i) o papel do Estado capitalista e da proteção social, ii) o lugar e as funções que ocuparam e desempenharam historicamente no capitalismo em oposição ao processo atual e iii) os impactos gerados na Seguridade Social brasileira, diante das reformas propostas. Estas, em última instância, negam os papéis civilizatórios que, historicamente, o Estado e a proteção social exerceram no capitalismo.
