    Toda persona tiene derecho a la seguridad social de acuerdo a la Declaración Universal de los Derechos Humanos. La presente investigación tiene como objetivo general analizar la situación real de aquellos derechos consagrados en los instrumentos de Derechos Humanos, que no se han cumplido de manera total, atendiendo a criterios axiológicos y a las promesas incumplidas de la modernidad enmarcadas por un proceso de globalización, se realiza a través de un enfoque mixto cualitativo y cuantitativo, utilizando el método de Dogmática Jurídica para el estudio de los regímenes de seguridad social, además del método analítico para realizar una muestra probabilística y estadísticamente representativaen un estado de México y un municipio de España para finalmente analizar los resultados.

    Everyone has the right to social security in accordance with the Universal Declaration of Human Rights. The objective of this research is to analyze the real situation of basic rights enshrined in human rights instruments that have not been totally fulfilled, taking into account axiological criteria and unfulfilled promises of the modern world stablished by the globalization process. This is done through a qualitative and quantitative approach, using the Legal Dogmatic Method in the study of social security regimes. Also the analytical method is used to have a probabilistic and statistically representative sample in one of Mexico’s states and a district of Spain in order to analyze the results.
