Desde el año 2015 hasta marzo de 2018, se registraron avances concretos en la regulación del mercado de vivienda en alquiler, tipo de solución habitacional que más creció en los últimos quince años en Argentina. En tal sentido, el presente documento describe analíticamente tales sucesos en función del conjunto de acciones desplegadas por los principales actores intervinientes enmarcados en este proceso: Estado (nacional y del Gobierno de la Ciudad de Buenos Aires), y organizaciones de la sociedad civil. Se analiza un conjunto de proyectos y regulaciones vigentes, los alcances y límites de éstas, y su inscripción en las dinámicas socio habitacionales actuales tanto a nivel nacional como en la Ciudad de Buenos Aires. El objetivo de este artículo será describir el proceso de construcción de estas regulaciones, haciendo foco en la capacidad de influencia de diversos actores de la sociedad civil.

From 2015 to March 2018, concrete progress was made in the regulation of the rental housing market, the type of housing solution that grew the most in the last fifteen years in Argentina. In this sense, this document analytically describes such events in terms of the set of actions deployed by the main actors involved in this process: State (national and Government of the City of Buenos Aires), and civil society organizations. A set of current projects and regulations is analyzed, the scope and limits of these, and their inscription in the current socio-housing dynamics both nationally and in the City of Buenos Aires. The objective of the document will be to describe the process of construction of these regulations, focusing on the capacity of influence of various actors of civil society.
