Defensa europea: fin del paradigma y los riesgos de dejarse llevar

    Asistimos a una confluencia de tendencias que podría provocar la reconfiguración drástica de la arquitectura de seguridad y defensa europea. Mientras las dificultades de la OTAN para adaptarse a los tiempos actuales son cada vez más evidentes, las polémicas decisiones de la actual Administración norteamericana están generando una tensión considerable en las relaciones transatlánticas. En un primer análisis, la solución natural a esta situación podría llegar con la salida del Reino Unido de la UE y el consiguiente desbloqueo de determinadas iniciativas en el ámbito de la política común de seguridad y defensa. Sin embargo, existen razones para pensar que el horizonte de una defensa europea autónoma, tal como está planteada hoy en día, es incompatible con la OTAN. Progresar hacia ese horizonte podría ser beneficioso para algunos, pero no necesariamente para el conjunto de los aliados ni para España en particular. Es más, nuestro país podría ser el más interesado en mantener vivo el vínculo transatlántico buscando la compatibilidad entre ambas organizaciones. Para ello es necesario adoptar una postura más asertiva con nuestros aliados, replantearnos los términos en los que concebimos los ejércitos y, en definitiva, acometer una aproximación decidida hacia la defensa de nuestros genuinos intereses.

    We are witnessing a confluence of trends that could lead to a drastic reconfiguration of the European security and defence architecture. On the one hand, NATO's difficulties in adapting to current times are increasingly evident, while on the other hand, controversial decisions of the current US Administration are generating a considerable tension in transatlantic relations. At first glance, a natural solution to this situation could come with the departure of the United Kingdom from the EU and the consequent unblocking of certain initiatives in the field of the common security and defence policy. However, for certain reasons the horizon of an autonomous European defence, as it is built nowadays, is incompatible with NATO. Progressing towards that horizon could be beneficial for some, but not necessarily for all the allies, in general, nor for Spain in particular. Moreover, our country could be the most interested one in keeping alive the transatlantic link looking for compatibility between both organizations. And for this, it is necessary to adopt a more assertive position with our allies, rethink the terms in which we conceive the armies and, ultimately, undertake a determined approach towards the defence of our genuine interests.
