    El objetivo de este ensayo es identificar las posibilidades de innovación del sistema federal, en el contexto de un sistema constitucional democrático, para solucionar las tensiones interterritoriales mediante instrumentos que faciliten la cooperación. Con tal propósito se hace una breve referencia a los elementos esenciales de la democracia constitucional y del concepto de Constitución normativa. Se examina, asimismo, la experiencia federal estadounidense, correspondiente a un sistema presidencial, y el regionalismo español, en el ámbito de un sistema parlamentario. Se concluye que la sola formalidad federalista no es suficiente para resolver las tensiones, a menos que se diseñen instituciones para la participación de las entidades federativas en la definición de las políticas generales del Estado nacional.

    The objective of this essay is to identify the possibilities of innovation of the federal system, in the context of a democratic constitutional system, to solve inter-territorial tensions through instruments that facilitate cooperation. For this purpose, a brief reference is made to the essential elements of constitutional democracy and to the concept of normative Constitution. It also examines the US federal experience, corresponding to a presidential system, and the Spanish regionalism, within the scope of a parliamentary system. It is concluded that the mere federalist formality is not enough to resolve the tensions, unless institutions are designed for the participation of the federative entities in the definition of the general policies of the national State.
