Resumen de Impacto de la reinstauración de los consejos de salarios sobre la distribución salarial en Uruguay

El objetivo del presente trabajo es estudiar el grado de dispersión salarial de Uruguay entre el 2004 y 2007. Para ello, se tiene en cuenta la reestructuración del marco institucional del año 2005, cuyo elemento central fue la nueva convocatoria de los Consejos de Salarios, los principales órganos de negociación social en materia de regulación y fijación salarial. Para responder cómo se hubiera comportado la distribución salarial en ausencia de las modificaciones a la estructura remuneratoria en el año 2004, se realiza un estudio no paramétrico de la distribución salarial. El análisis se basa en la estimación de funciones de densidad y construcción de distribuciones contrafactuales, para ellos se realizan estimaciones semi-paramétricas de Kernel.

The aim of this paper is to study the degree of wage dispersion between 2004 and 2007, in Uruguay. It takes into account that the institutional framework was restructured in 2005. The main modification was the reintroduction of the Wage Councils, the most important institutions in regulation and establishment of wages. In order to accomplish this task and answer how the wage distribution would have behaved if the changes in the remunerative structure of 2004 had not occurred, a non-parametric study of the wage distribution is used. The analysis is based on the estimation of density functions and the construction of counterfactual distributions, for which semi-parametric kernel densities are estimated.
