This article discusses cost overruns in the development of the Mars Science Laboratory (MSL) exploratory vehicle by the U.S. National Aeronautics and Space Administration (NASA). Recommendations regarding the management of research and development funding at NASA are considered. Issues relating to the deadlines assigned to research projects and strategies for dealing with unexpected problems in the development of new technologies are also considered.
