Resumen de ¿Paz positiva? o ¿paz negativa? Reflexiones de líderes y lideresas víctimas del conflicto armado en Soacha, Colombia

En el contexto del posconflicto en Colombia las voces de las víctimas son fundamentales para la construcción de una paz estable y duradera. El artículo recoge la reflexión que realizaron líderes y lideresas del municipio de Soacha acerca de la paz que desean y encuentran posible. El análisis se realiza a partir de dos concepciones de paz: la negativa y la positiva, la primera entendida como la ausencia de violencia directa, mientras que la segunda, desde una perspectiva más amplia, incorpora la necesidad de promover los derechos humanos, justicia y equidad. Sin duda, las víctimas se identifican más con la paz positiva, pues aún cuando reconocen que el alto al fuego con las FARC-EP beneficiará a muchas regiones del país, las condiciones actuales no les permiten una vida digna, ya sea por la precaria situación socioeconómica que como víctimas de la violencia afrontan en Soacha o por la desatención del gobierno para garantizarles una reparación integral.

In the current post-agreement or post-conflict framework in Colombia, the voices of the victims are fundamental in the construction of peace that is stable and long lasting, The article gathers reflections made by leaders of the municipality of Soacha about the peace they desire and find possible in Colombia. The analysis is carried out with reference to two conceptions of peace, the negative and the positive; the first understood as the absence of direct violence, while the second, a broader perspective, incorporatesthe need to promote human rights, justice and equity. (Munoz, 2001). Undoubtedly, the victims feel more identified with the positive conception of peace even when they recognize that the cease-fire with the FARC_EP group will benefit many regions of the country, the current conditions do not allow them a decent life, either because of a precarious socioeconomic situation, or the neglect on the part of the government to guarantee integral reparation to them.
