The Paris Agreement came into force in November, meaning 197 governments agreed to cut carbon emissions to help limit global warming to 2 degrees Celsius. But no formal punishments have been set out for nations that fail to meet their part of the bargain. That leaves major polluters like the US free to withdraw from the deal under the leadership of Donald Trump. Yet there will be significant political, economic and social pressure on countries that fail to pull their weight or even quit the treaty.
