Resumen de Las políticas de protección patrimonial de Sitios de Memoria en Chile, 1996-2018. Aproximaciones desde un campo en construcción

El desarrollo de las políticas de la memoria de las violaciones a los derechos humanos en la historia reciente de Chile se enmarcan en el desarrollo de las políticas desplegadas por el Estado para materializar las políticas de reparación; en las transformaciones teóricas al interior del propio campo patrimonial; y en las luchas de las organizaciones culturales y de derechos humanos para exigir el cumplimiento de los compromisos del Estado. A través de una revisión de las transformaciones al interior del campo patrimonial y de las orientaciones normativas de las políticas de reparación, nos aproximaremos hacia un análisis global de la patrimonialización de los Sitios de Memoria en Chile entre 1996 y 2018. La lectura que se plantea en este trabajo sostiene que dicho proceso se enmarca en las políticas del pasado y de memoria, en un contexto institucional carente de los elementos adecuados para el mismo, lo que en la práctica se traduce en una política pública sin financiamiento, representatividad ni cobertura nacional, de carácter reactivo y que profundiza una narrativa victimizante.

The development of the memory policies of the human right violations in the recent history of Chile they framed in the development of the memory and policies deployed for the Chilean State for materialize the reparation policies; in the theoretical transformations inside of the own heritage field; and in the strike of the cultural and human right organization to demand the fulfilment of the commitments of State. Through the revision of the transformations inside the heritage field and of the normative orientations of the reparation policies, we will approximate toward a global analysis of the patrimonialization of the Memory Sites in Chile among 1996-2018. The point of view of this paper, maintains that said process is framed in the past and memories policies, in an institutional contexts without the suitable elements for the same, resulting in a public politics without financing, representativeness and national coverage, reactive and that deepens a victimizing narrative.
