    El artículo analiza la normativa que origina el voto en el extranjero y la obligatoriedad legal que existe por parte de los cuerpos consulares de fungir como auxiliares electorales en las juntas receptoras de votos. Seguidamente, debate sobre la necesidad de contar con personal del TSE como auxiliares en el extranjero, además de los funcionarios diplomáticos, y finaliza sugiriendo una de las causas del alto porcentaje del abstencionismo en el Estado de Nueva York, Estados Unidos de América

    The article analyzes the regulations that originate the vote abroad and the legal obligation that exists on the part of the consular agents to act as electoral assistants in the Voting Boards. Next, it debates about the need to have staff of the TSE as auxiliaries abroad as well as diplomatic officials and ends by suggesting one of the causes of the high percentage of abstentionism in the State of New York, United States of America
