La evaluación del Proyecto Lideresas del Ayuntamiento de Madrid: Una experiencia de evaluación desde la teoría del programa sensible al género y los derechos humanos

    En este artículo se presentan los elementos principales de la evaluación* del proyecto «Fomento de la participación de mujeres mayores: Lideresas del distrito de Villaverde», impulsado por el Ayuntamiento de Madrid entre 2014 y 2017, cuyo objetivo es incrementar la participación de las mujeres mayores en los Centros Municipales de Mayores (CMM) y fuera de ellos desde un enfoque de género, empoderamiento, envejecimiento activo y derechos humanos (EBDH). La metodología de la evaluación siguió una aproximación desde la teoría del programa, que permitió identificar qué resultados se pretendía obtener y cómo alcanzarlos, construyéndose para ello un modelo teórico del proyecto sobre el cual se articuló el proceso de análisis y evaluación, que incorporó asimismo la perspectiva de género y el EBDH. Mediante revisión documental, más de 30 entrevistas con diversos actores, cuatro talleres participativos con mujeres lideresas y socias y socios de los CMM y observación no participante en nueve eventos vinculados, se identificaron un conjunto de buenas prácticas y lecciones aprendidas clave para su replicabilidad y se propusieron una serie de recomendaciones para el diseño y puesta en marcha de proyectos de empoderamiento de mujeres mayores con enfoque de género, envejecimiento activo y EBDH.

    This article presents the key elements of the evaluation of the project "Promotion of the participation of senior women: Women leaders of the Villaverde District" in Madrid, promoted by the Madrid City Council between 2014 and 2017.

    The objective of this project is to increase the participation of elderly women in the Local Centres for Senior Citizens and beyond, from a gender, empowerment, active ageing and human rights approach. The methodology of the evaluation carried out has been based on the theory of change approach, which has made possible to identify how and what results were intended to be obtained. For this purpose, a theoretical model has been developed, on which the evaluation process and the analysis have been articulated. This approach has incorporated the gender and human rights perspective as well. Through an in-depth documentary review, more than thirty interviews with key stakeholders, four participatory workshops with elderly women leaders and other Local Centres for Senior Citizens members, and non-participatory observations in nine different relevant project- related activities, a set of good practices and key lessons learned have been identified for its future replicability in the rest of the districts of Madrid.

    Likewise, a series of recommendations have been proposed, which can be used for the design and implementation of future projects focused on the empowerment of senior women, active aging and human rights.
