    The present article reprises the principle according to which Portuguese Republicanism aimed to be the political expression of a cultural revolution under the aegis of Neo-Enlightenment. However, here, that particular characteristic was taken for granted and it was the point of departure for its own constitutional materialization. In order to achieve this, the forms of selection of a leading and precursor past were emphasized, as well as the new features which drew the distinction towards Monarchy. Therefore, if this demanded the comparative analysis of other republican Constitutions (namely the French Constitution of 1875), it also showed another conditional mark, recurrently underestimated when the parliamentarist nature of the Constitution of 1911 is explained: the phantom of the abuses of the moderator power and of the frequent use of administrative dictatorship experienced under the Constitutional Chart.

    Este artigo retoma o pressuposto segundo o qual o republicanismo português quis ser a tradução política de uma revolução cultural de raiz neo-iluminista.

    No entanto, aqui, esta característica foi dada como adquirida e partiu-se dela para se descrever a sua objectivação constitucional. Para isso, procurou-se sublinhar o modo como se seleccionou o passado que pudesse ser usado como precursor e, em simultâneo, sublinhar as novidades que a demarcavam do regime monárquico; o que exigiu tanto a análise comparativa com outras Constituições republicanas (e, em particular, com a francesa de 1875), como a chamada a terreiro de um outro condicionante, nem sempre devidamente sopesado quando se explica o cariz parlamentarista da Constituição de 1911:

    o fantasma dos excessos do poder moderador e do recurso frequente às “ditaduras administrativas” praticado sob a vigência da Carta Constitucional.
