La política regional comunitaria: un intento de sistematización de sus efectos en el caso español

    En este trabajo, se analizan las ayudas estructurales comunitarias, en especial las destinadas a las regiones menos desarrolladas de nuestro país, tratando de sistematizar y cuantificar sus efectos sobre las regiones beneficiarias y sobre la economía española en su conjunto. No se han considerado los fondos de cohesión resultantes de la última ampliación a los países de la EFTA. Puede decirse que, por la gama, articulación e importancia económica de las actuaciones de los sucesivos marcos de apoyo comunitarios, las regiones españolaselegibles, más de la mitad del territorio y la población totales, tendrán la oportunidad de renovar sus infraestructuras, capital humano y tejido productivo, de integrarse más activamente con el resto y de registraraumentos destacables de su actividad, empleo y nivel de vida.

    This paper analyzes the Community's structural funds, particulary those assigned to less developedregions of Spain, in an attempt to systematize and quantify their impact on the beneficiary regions and on the Spanish economy as a whole. The cohesion funds resulting from the recent enlargement to include the EFTAcountries were not taken into account. Considering the range, structure, and economic importance of the measures of the successive frameworks of Community support, it can be said that the eligible regions (more thanhalf Spain's total territory and population) have theopportunity to update their infrastructure, human capital and productive fabric, to become more integrated in the rest of the economy and to achieve a notable increase in their activity, employment and standard of living.
