La ley orgánica de estabilidad presupuestaria establece que los objetivos de estabilidad y déficit deben aprobarse anualmente por las Cortes Generales. Surgen entonces varias cuestiones sobre estos acuerdos: ¿son ley o no? ¿Quién y cómo puede controlarlos? Y una vez aprobados ¿quién y cómo controla su cumplimiento? La fórmula consagrada no facilita una respuesta, lo que aconsejaría su reelaboración.
The budgetary stability Act establishes that the objectives of stability and deficit must be approved annually by the Parliament (Cortes Generales). That prompts several questions about these agreements: are they legal acts or not? Who and how can control them? And once approved the objectives, who and how controls their accomplishment? The enforced formula does not provide an easy response. Hence, it would be advisable to reform it.
