Resumen de La politica de vivienda en la Comunidad de Madrid

  El mercado de la vivienda en Madrid, tras casi una década de desmantelamiento e inoperancia vuelve a posicionarse como una de las cuestiones más importantes de la política regional; debido a ello los políticos regionales y municipales tienen ante sí múltiples retos, pero también grandes oportunidades. Los modelos anteriores que definieron las legislaciones y planes vigentes han quedado obsoletos, y, por tanto, hay que aprovechar esta oportunidad para revisar todo el planteamiento sobre una cuestión tan claves como la vivienda, uno de los pilares del estado de bien estar junto a la educación y la sanidad. Ahora bien, antes de lanzarse a tomar decisiones demasiado rupturistas o continuistas, conviene parase a reflexionar y debatir sobre donde nos encontramos y que aspectos hemos de priorizar estos próximos años. En este artículo se plantean los principales factores a tener en cuenta en la reflexión sobre el estado de la cuestión, desde los cambios sociales y demográficos que condicionan la demanda, hasta el papel de la vivienda protegida como elemento de cohesión social. En base a ellos, y atendiendo a la actualidad, se esbozan las ideas fuerza determinantes para el debate sobre las políticas de vivienda. Cuestiones como el auge del alquiler, la gentrificación y los pisos turísticos en el desarrollo del centro de la capital, o el papel que han de desempeñar las grandes dotaciones de terreno aún disponibles en un nuevo paradigma metropolitano de sostenibilidad, centrado en la consolidación y el crecimiento interior. Antes de actuar impulsados por las contingencias del momento hay que plantearse como conjugar los aspectos sociales, económicas y urbanísticas que determinarán en que ciudades viviremos mañana, tal es la reflexión que propone este artículo.

  After nearly a decade dismantled and inoperative, Madrid´s housing market returns to a relevant position in the regional politics. Thus, the local politicians face many challenges, but also many opportunities. The old models that defined the existing plans and policies are obsolete, hence, the opportunity to revise all set ups about a key subject like housing must be taken. A subject that together with health and education represents a pillar of the welfare state, However, before getting on with too disruptive or continuant decisions, it ought to stop and debate about where we are right now and what aspects we have to prioritise in the years to come. This article puts on the table the main factors to be considered in the reflection about the state of the question. From the social and demographic changes that influence demand, to the role of the affordable housing as an element of social cohesion. Based on them and taking into account the current situation the articles draws a snap picture of the main power ideas for the debate on housing policies. Issues such as the rise of the rental business, gentrification, and tourist apartments on the development of Madrid's center district; or the role to be played by the large extensions of available land within a new paradigm of metropolitan sustainability focused on densification and internal growth. Before acting following the current contingencies, it is important to face how to consider the social, economic and urban aspects that will determine what will be the city of tomorrow. This is the reflection that this article proposes
