    • The article presents a formative evaluation tool or rubric to help educators evaluate web-based learning environments (WBLE). It states that teachers need to ensure that educational web sites they wish to use are effective and appropriate in their intended goals and outcomes. It suggests that the rubric can assist educators in evaluating the potential, quality, and pedagogical design of the WBLE they wish students to use, and can also assist web site designers in the planning and construction process for educational web sites by providing an outline of required components and expected quality levels for successful and effective WBLE. It mentions that the rubric possesses four primary criteria: content, usability, educational value, and vividness.
