    Este documento parte de la hipótesis de que si el Consejo de Seguridad de la ONU no experimenta ciertas reformas, no podrá responder con efectividad ante su cometido de salvaguardar la paz y la seguridad internacionales. Para intentar responder a dicho planteamiento y con el propósito de evaluar la legitimidad y efectividad del Consejo, se explorarán algunos de los cambios geopolíticos más relevantes de las últimas décadas, así como la evolución de las amenazas globales. A lo largo de este recorrido, se tomará el caso del último bienio de España en el Consejo de Seguridad (2015-2016) y, a través de esa óptica, se analizarán las propuestas de reformas más sobresalientes que hay sobre la mesa. En el nivel metodológico, se ha intentado seguir un enfoque que trascienda la mirada europea, para lo que se han utilizado como referencia institutos de investigación y think tanks representativos de cuatro regiones del mundo.

    The hypothesis underpinning this paper poses that, unless the United Nations’ Security Council experiences certain deep reforms, it will not be able to effectively respond to its mission: promoting international peace and security. Under this light and in order to assess the legitimacy and effectiveness of the Council, last decades global geopolitical changes and the evolution of global threats will be explored. Along this path, the case of Spain in the Security Council during the 2015-2016 period is taken and, through those lens, most salient reform proposals will be studied. At the level of approach, there is an effort to go beyond the European perspective. In order to do so, four clusters of think tanks and think tanks representing four world regions are used as sources of insights.
